Work Pass

S Pass

S Pass is a work permit issued by the Singapore Ministry of Manpower for foreign mid-skilled employees.

Eligibility Criteria:

Work Pass

Educational Requirement: Diploma or higher qualifications (full-time study for at least one year/technical diplomas) with relevant work experience.

S Pass

Salary Requirement: Monthly salary starting from SGD 3,150 / Financial sector: starting from SGD 3,650. (effective from September 2023).

S Pass

Company Quota: For every 9 local employees, the company can hire one S Pass holder who meets the minimum salary criteria.

Employment Pass

Company Requirements: Employers are required to purchase insurance for the employees.

Employment Pass

Dependant Pass: Applicant's monthly salary must be at least SGD 6,000 to apply for Dependant Pass for spouse and children below 21 years old.

EP

Cannot serve as shareholders or directors in Singapore companies.

EP

Application Timeframe: Typically takes around 10 working days, and the S Pass is valid for up to 2 years.​

Employment Pass (EP)

The EP is a work permit specifically designed for foreign professionals (such as managers, supervisors, or individuals holding professional positions) in Singapore. It is typically granted to experienced professionals, managerial staff, administrative executives, or project experts.

Eligibility Criteria:

Tech Pass

Salary Requirements: General industry monthly salary starts from 5,000 SGD. / Financial industry monthly salary starts from 5,500 SGD. (Effective from September 2022).

Tech Pass

Fair Employment Opportunities: Recruitment advertisements must be open for a minimum of 14 consecutive days. Companies meeting certain criteria may be exempted from posting job vacancies.

One Pass

Must meet the Compass scoring system, with no formal quota requirements. Each application is reviewed by the relevant authorities based on the information provided by the hiring company and the applicant.

Educational Requirements: At least a bachelor's degree or higher.

EntrePass

Dependant Pass: Applicant's monthly salary must be at least SGD 6,000 to apply for Dependant Pass for spouse and children below 21 years old  &  monthly salary for applicants must be at least 12,000 SGD to apply for Long Term Visit Pass (LTVP) for parents.

EntrePass

Application Timeframe: Typically takes around 10 working days, and the EP is valid for up to 2 years.

Personalised Employment Pass (PEP)

The PEP is a special category work pass for top-tier professionals in Singapore, granted based on the applicant's qualifications. Importantly, the PEP is not restricted to a single employer, allowing holders the flexibility to seek employment opportunities in Singapore as needed.

Application Criteria:

Work Pass

Effective September 1, 2023, the minimum fixed monthly salary for existing EP holders and foreign professionals will be raised to SGD 22,500 (equivalent to an annual salary of at least SGD 270,000).

MOM

Applicants are not allowed to establish their own businesses in Singapore or engage in any enterprise activities and hiring within their own companies. (If applicants wish to establish their own businesses, they need to apply for an Entrepreneur Pass or ONEPASS.)

Stay In Singapore

Can stay in Singapore without a job. Can look for a new job in Singapore for up to 6 months without employment.

Eligible for Dependant Pass (DP) for family members. PEP holders qualify to apply for Dependant Passes for spouses and children under 21, and Long-Term Visit Passes (LTVP) for parents.

Application Processing Time

Application processing time: Approximately 8 weeks. The pass is valid for 3 years and cannot be renewed. Before the pass expires, applicants can prepare to apply for other work passes or permanent residency.

NOTE: Separate applications are required for each family member, even if they currently hold Dependant Passes or Long-Term Visit Passes. Their applications can be submitted together with the PEP application.

Tech Pass

In early 2020, the Singapore Economic Development Board announced the introduction of a new pass called Tech Pass, aiming to attract top global tech talent to Singapore, further promote the development of Singapore's tech ecosystem, and solidify Singapore's position as a leading regional tech hub.

Eligibility

Applicants do not need to be employed by a Singaporean company; they can be employees of Singaporean companies or engage in entrepreneurship, investments, directorship, etc., directly in Singapore. Applicants need to fulfil at least two of the following three criteria to qualify for the Tech Pass:

Employment Pass

A fixed monthly salary of at least SGD 22,500 (or equivalent in another currency) in the past year (from the same employer).

Employment Pass

At least 5 years of leadership experience in tech companies with a minimum valuation of USD 500 million or a minimum funding of USD 30 million.

Tech Pass

At least 5 years of predominant work experience in the development of tech products with at least 100,000 active users per month or a minimum revenue of USD 100 million.

Application Duration

Tech Pass applications opened in January 2020, with a total of 500 slots available on a first-come, first-served basis. The Tech Pass is valid for two years and can be renewed under certain conditions, with each renewal also lasting for two years. The initial application for the Tech Pass takes approximately 8 weeks.

 

The Economic Development Board of Singapore assesses all materials submitted, considering the applicant's contribution to Singapore's tech ecosystem. If additional information is required, the processing time may be extended. Once approved, the applicant will receive an electronic "in-principal approval (IPA)" letter.

Earned Taxable Income

Earned taxable income of at least SGD 240,000 based on the latest assessment notice from the Inland Revenue Authority of Singapore, which can be salary income, business income, or a combination of both.

Demonstrated Total Business

Demonstrated total annual business spending of at least SGD 100,000 and employed at least one local professional/manager/executive or three full-time employees in Singapore.

​Additionally, the applicant must fulfil at least two out of the following ten criteria, with at least one falling within the first five:

One Pass

Established a company in Singapore providing products or services in the tech or tech-support domain.

Immigration

Held a leadership position in a Singaporean tech company (e.g., CEO, CTO, Regional Manager - Asia Pacific, etc.).

Immigration

Held leadership positions in two or more Singaporean tech companies.

Immigration

Employed by a Singaporean company in a technical position, leading a team (e.g., Senior Engineer or Senior Researcher leading a team in a specific tech field).

Immigration

Employed by two or more Singaporean companies in technical positions, leading teams.

Work Pass

Served on the board of directors of a Singaporean company (not necessarily a tech company).

Immigration

Acted as a consultant/mentor for a Singaporean startup.

Served as a professor/lecturer/adjunct professor/adjunct lecturer in a Singaporean tertiary institution.

Provided some form of training (e.g., workshops, corporate training sessions) not covered by points 7 or 8 above.

Invested in one or more Singaporean tech companies.

Overseas Networks & Expertise Pass (One Pass)

Eligibility

EP

Top talents named "Overseas Networks & Expertise Pass" must have a monthly income of at least SGD 30,000 in the past year or will earn the same monthly income upon arrival in Singapore.

EP

Overseas applicants must also prove that they hold key positions in companies with a market value exceeding USD 500 million or an annual income exceeding USD 200 million.

EP

Individuals with outstanding achievements in arts and culture, sports, science & technology, and academia are exempt from the monthly income threshold. The Ministry of Manpower will review the qualifications of these applicants in collaboration with relevant government agencies.

Categories

We categorize eligible applicants into three groups, each with specific criteria:

1)

​Applicants overseas without employment confirmation from a Singaporean company

2)

Applicants currently holding relevant work visas in Singapore.

3)

Applicants overseas with confirmed employment in a Singaporean company.

Dependant Application

Family members (spouse, children, parents) of pass holders can apply for Singapore Long-Term Visit Passes. The spouses of Overseas Networks & Expertise Pass holders can directly work in Singapore by applying for a Letter of Consent.

Renewal and Requirements 

The Overseas Networks & Expertise Pass can be renewed for 5 years if the criteria are met. To be eligible for renewal, pass holders must meet either of the following criteria:

1)

Earned an average fixed monthly salary of at least SGD 30,000 in Singapore over the past 5 years.

2)

Established and operated a Singaporean company employing at least 5 local employees, each earning at least SGD 5,000 (aligned with the minimum qualifying salary for EP).

NOTE: Currently, the Ministry of Manpower has not released specific application checklists and procedures for the One Pass visa. We will continue to monitor updates and provide information once the policy is enacted.
